Frey paced, and commented that Rick brought up a similar idea-- though by the sounds of it, it had become far too open-- if they were ruling a country, then he may have agreed with the man. They weren't-- they were a military organization, and those had leaders, it was that simple-- as well as a refined ranking structure.

It'll be nothing but infighting as they try to throw their weight around, and it'll end in conflict until you personally step in. You have enough to do, you can't babysit them." As he stated this he would rest his chin in his palm.

The Order is supposed to be all clans-- yet we use German for titles and European based titles for common soldiers-- who also have no detailed superiors beyond Sternritters-- and some of them don't even have them, such as me. It's too chaotic. There needs to be structure-- five or six Sternritter equivalents, or Masters. Their right hands, and then the Council with the Monarch at its head above them. Everyone but the Queen has a superior-- and if you refuse to play the political game and don't stay your hand and earn everyone's trust-- the Council can overpower your word as well. With the understanding that your actions will always be scrutinized-- you'll harden up, and become more experienced. The same goes for everyone below you having a superior." He watched her quietly before he would slowly release a breath.
"I won't lie that this will be an extensive change-- but that's because this system, or something similar to it-- actually has structure. Walking in from a smooth running war machine like the American Military-- into this was like going from a five-star hotel to a daycare where the children were fighting over their shiny toys." He put it bluntly, and perhaps a bit rudely-- but it was how it honestly felt. The system relied entirely on one thing-- positions, or titles.
It was overwhelmingly unhealthy as it stood-- and he doubted it would last much longer without infighting breaking out over someone "overstepping their bounds" purely because no bounds had really been designed.
