The first thing I want to address was the oddity I found in your word totals. This is what I found, and mostly, you were undercutting yourself from what I see. Make sure you are using the board’s word counter, and not something like MSWord’s.
The second is the format of the GP request. A) Formatting the threads like this [url=THREADADDRESS]THREADTITLE[/url] will give it a much more appealing appearance for us who go through the requests! Also, including if the thread is *Completed or *Abandoned is likewise important, so ensure you include that information regardless of formatting.
B) Please ensure that you include the math you came up for GP totals. We should be verifying, not doing it for you, but I went ahead and included it this time. It totaled out to be 507 GP in this request.
C) You did not state what your intent for the GP is going to be. I could assume Banked, but showing what you want is important too. It is also helpful to include the information like what your current bank/used totals are before and after the GP gain so we can verify the numbers.
Before I approve this, please reply to this post with the changes I have asked for to ensure you understand this information.

Normally, we do not tell you how to spend your points, but at your stage in the game, the likeliness of you NOT having Blut in any form is extremely minimal, and I have a hard time believing that you have not used it once in your time RPing here. You have more than enough GP in your bank to buy Mastery without the need to move any out of Blut, so that is my recommendation.
Also, you don't have to, but your last two links aren't nice and pretty like all the others, but the truth is this is a huge improvement in GP request! Good work! Just address the above issue, double check your numbers, and let me know when you got it!

For 'Great Minds Build Alike' I got 1098 words, so it's 21GP (you're sometimes off by a couple of words in the others as well, but not enough to make a difference there).
'A Proposition' looks like you've made it go inactive, so you can't claim that unless you write and ending to it.

Hmm, I would still like for you to write an ending to it, it doesn't have to contain a 'real conclusion'. You can always go with them 'talking about it another time' etc. As it is now, it still looks like you've made it go inactive, and while you might have your reasons for that, I'm not fond of making exceptions because doing that leads to inconsistency.
Every Quincy, whether they're aware of it or not, possess a Schrift: an idea that describes their unique abilities to others in a letter and a word. For Rick, this is "Z — The Zealot".
This Schrift describes the innate nature of Rick's powers. The actual shape of the weapon could have been anything, but it mostly took the form of a shotgun as a reminder of the past ,love he lost to a hollow incident. She gave him that key chain as a gift, and with being unable to let go of his hate for the hollow breed that took her away from him, he continues to use it. In all actuality, blind zealotry was the only way that could describe the manifestation of Rick's power and it's purpose. It follows through on what he believes in, regardless of the cost, regardless of what stood in his path. Even if something stood in front of Rick with his own two eyes that spoke a different tale and derailed him from his thoughts, it would almost look transparent and fall on deaf ears. His conviction towards the purpose of the Quincy race is strong, so strong that it lies on the borderline of insanity itself.
First Release
Power: Rick's power specializes in firing off unique blasts that are effective against spiritual threats. With the first stage of his power coming into terms with his zealotry, being able to effectively combat whatever seems to stand as the enemy of the human race with a numerous amount of utility options is nothing more than the first step of his development. Each Rank opens up new type of blast that Rick has access to.
Beginner- Rapid Round: This technique is circled around one powerful casing that splits into a barrage of miniature blasts towards the opponent. It's normally used to overwhelm the target in question with a multitude of attacks. The reason why this round is so special is due to the fact that the trajectory of each bullet can be manipulated with ease.
Novice- Grenade Bomb: This particular technique in question is similar to a grenade launcher. When the slug is launched, it erupts into a blast of Reishi with an aoe spread. Even with fast-moving opponents, the shockwave alone from the blast is powerful enough to topple them over. Shockwave is checked normally in out of range.
Journeyman- Glass Shrapnel: This technique involves one of the basic abilities of the Quincy that’s turned into more of an offensive assault. The Quincy’s ability to synthesize their Reishi into glass was used more for recreational purposes. This more adapted version of this ability allows Rick to fire a transparent blast of spiritual glass shards that skewer the opponent. The soul synthesized glass fragments on contact, so a direct attack can wound an opponent and continues to feed upon a spiritual body to grow into a crystallizing state of soul synthesized glass.
Expert- Silver Cannon: This technique involves one of the basic abilities of the Quincy that’s turned into more of an offensive assault. The Quincy’s ability to synthesize their Reishi into silver was used more for recreational purposes. This more adapted version of this ability allows Rick to fire a spherical blast of spiritual silver in the form of a giant cannonball to crush the opponent. The reinforced alloy of the soul synthesized is packing an incredible power and density that breaks through most armor and the like.
Master- Tilgungsträger! "Eradication Beam": This technique is actually one of the special casings that Rick has in his arsenal, and can be considered as one of his strongest moves. A Quincy symbol would appear in front of the shotgun prior to firing, before releasing an amazing blast that can even rival a hollows cero. It actually serves as an anti-spiritual energy blast, which erodes Reishi on contact.
Grandmaster- Hawkeye: This isn't a new round in particular, but an attachment to Rick's Quincy weapon that adds to the versatility of his marksmanship. On the top of Rick's Quincy weapon, a scope that takes on the shape of an eye is now located upon the weapon. The iris of this eye is actually the Quincy symbol, and what this does is allow Rick's out of merely range shots to still maintain their effectiveness. This means that the defender would still have to be at advantaged in order to completely dodge.
This is a grandmaster attachment I just added since this counts as a resubmit. if this still should follow the range idea, I could easily turn this into a sniper bullet with the same ability and rename it "Railgun" if needed. Let me know if i need to change anything

Your Stats and Skills are approved, but I'm not sure what you mean by Base GP and then "Extra GP Earned". You've gained way more than 1,000 Total GP on top of the 1,500 Base GP you start with -- you're at 7,000. So if that "Extra GP Earned" is in reference to Base GP, just list your Base GP as 2,500.
So, your Power might be acceptable, but it's hard to tell. Could you reformat this power like others? That is to say, have a Description section where you talk about the flavor as much as you want and then an Effect section to layout the mechanical portion. I also strongly recommend that you do not try to split this up rank by rank in either section -- that would be unwieldy and difficult to read. ah-ha. seems there was a regrade that never got officially claimed, but was used regardless. the mystery is solved. A missing 1k GP has returned to its rightful owner. this is how your stuff officially looks:

This also does quite a number of spiritual beings, eroding their spiritual bodies and gradually wearing them down. With the increase of skill, Rick's Quincy weapon also continues to evolve.
Effect
The eradication beam is made simply for high offensive power plays with the size of the blast itself reminiscent to that of a high-powered cero, but the mere devastation that it brings within combat is what makes the power so versatile. The variations itself of how the blast can be fired range from splitting up, to a multitude of blasts at a higher level of Resonance.
For basic functions, the blast itself allows for a check increase by one in Rick's favor depending on depending on the nature of the skill that Rick's Resonance skill is up against. If the opposing skill is based on spirit, this power directly correlates to that.
In master, if a spiritual being of any kind receives damage through the use of this power, the severity of the damage check is increased by one.

The effect of this power isn't entirely clear. At first, it appears as though you're trying to move certain checks in your favor. What checks, under what circumstances?
Not trying to be mean, but how you've written this makes it hard to understand. I don't know what I'm even reading, honestly.
Try again, and try to look at some of the other, approved Powers for ideas on how to communicate your ideas clearly.

Each attack and/or bind mimicks a scarcely limited version of a shinigami's kido skill, only containing a more Quincy like motif. With the first stage of his power coming into terms with his zealotry, being able to effectively combat whatever seems to stand as the enemy of the human race with a numerous amount of utility options is nothing more than the first step of his development.
Effect As stated before, this is essentially a Kido mimic through the use of Rick's spirit weapon, with the limitation of a lesser amount of attacks to cycle through. Rick can use 10 kinds of attacks and 10 bindings.
