The door was locked in his mind, Seisoku wouldn't be interfering with this one. It was his mind and his goal and not even a part of himself would be allowed to interfere with that, not today. Umi had presented his challenge and received his reply, adjusting the collar of his uniform as he looked at the paper pinned to his mirror once more. The words were plainly written but there was a respect in them that told him everything he needed to know, whether or not they knew it they had accepted him. He was worthy of respect and commendation. His past was bloody but so was his future, every man and woman in the assembly he would seen be part of had seen their share of death. He was no different than any of them though their paths diverged in their beginnings...today was when he would discover just how aware they were of that part of themselves. After all, had they wanted to eject him they would have. In their current state the Soul Society needed the most competent men they could find and he was very competent...
The door to the assembly was pushed open not by hand but by the formed claws of his ambient reiatsu, the pale mist that accompanied him and was an extension of himself. A tug and pull of its wrist held the door for him as he walked through, appendage fading away as soon as he'd crossed the threshold so that the door would shut behind him. Umi's uniform was that of the Soul Reaper save for the absence of a patch. He hadn't come in with the Captain's patch...
But he'd be leaving with it.
His confidence was saturating the air and as he took his place in the center of the masses, their seats and arrangements having been made well in advance of his arrival, he had no need for amplification. His voice would carry itself just fine. Umi came with his weapon at his side, not hidden beneath his robes but displayed proudly at his hip because he was not a man who was afraid of violence. The law was enforced not by divine mandate or by humanity's mutual collusion but by force. That was the true and ugly nature of the world. Garra had seen a world without these laws, a family run by nothing but power over one another, and it was a thing that he alone knew so well in the room. Umi was seeing the consequences of a faulty system of law were far more severe than their mere absence however, more than he could ever have known as Garra.
They, every man and woman here in his presence, were his kin now and in order to ensure their compliance they needed a firm hand to enforce it.
He had no particularly rivalry with the boy who had taken the seat of Captain but he was not prepared for it, he had yet to see the horrors of the world that came from his incompetence and his predecessor's...they were not fit for their station. It was a cold and hard truth, as hard and as frozen as his gaze when it passed to the boy in question. There was no contempt in his eyes but there was the ever-present sensation of a predator looking down on his prey. It was competition. It was his nature. It was what he was deep inside his soul...he was a man who aspired for much and whose ambitions defined him. Umi did not come here because he thought he might emerge victorious.
Umi was here because he knew he would.
Murmurs were still going so he swiftly brought his hands together in a thunderous clap.
"Thank you for hearing me today. I would like to extend my appreciation to all of your for your time and similarly to the current Captain for humoring my request. These are kind words that I offer to you but these are the only kind words that you will be hearing from me today. I should hope the sensibilities of this assembly are not so soft as to take offense to an overview of the state of affairs. I should say that I do not wish to offend but that would be a lie. I believe you need to be offended, I believe you need to see the error of your ways and see that the path you take will lead you to nothing but ruin. So while I speak today let it be known that I am not talking about your neighbor, or your nephew, your Captain, your subordinate, or anyone but you. You are to blame.
Each and every one of you are the reason I am needed. Ask yourself: how many laws have I broken? I see some of you with modified uniforms, you are acting outside of the mandates of this society so that you might be an individual. How touching. I see others with their weapons hidden as if they were ashamed of their nature and their task. How sad. I see yet still others who hear what I say and look at me with anger, allowing their emotions to get the best of them and to usurp their training. How tragic. Is this not the greatest military force in the planes? Is this not the realm of gods? Is this not a place where blades are forged and soldiers crafted?
Do you see yourself as a soldier?...I didn't think so. You see yourselves as people, men and women, and you presume that this allows you break the very rules that hold this world together. I can hear it now. The screams in your head where you tell me that I am not allowed to speak to you in this way, because I am Garra Desalmados. I am the Octava Espada. I am Tova's tool. I am a blade for the enemy. How dare I tell you such things? Well...you're wrong. I was Garra Desalmados.
Now I am Jomyaku Umi and I am the Soul Society's weapon. I am your tool. I have seen the other side of this eternal struggle in ways all..." Umi paused, brows flattening. He was of the unfortunate knowledge that he was in the presence of half-breeds... "...most...of you cannot understand. I adjusted quite well in a short amount of time and you might wonder why...simple, because you are the same as them. You are a lawless, unrestricted, chaotic, ineffective, wasteful, slothful bunch and if you DARE to call yourselves Shinigami then you have LIED! LIED THROUGH YOUR SUGAR STAINED TEETH! WHAT KIND OF SOLDIERS, NO, WHAT KIND OF GODS PUT THEIR PERSONAL FREEDOMS ABOVE THEIR DUTIES?"
The Shinigami, one of the few true Shinigami in the room, let his echoing voice fade before he spoke once more. The impact of his words left to rattle in the ribs of those he assaulted with them.
"I wish to end this. I wish to bring the law into its rightful place and to ensure that this world does not fall to ruin...because he is coming back. Don't ask when, ask why you are not prepared. You have grown lazy and complacent, you have assumed your teachings to be mere suggestion, you have become the sort of people who one Hollow can disrupt...because you lack discipline. Because you lack a firm law. Under Jemukatashi you failed to enforce the law. Under Gilgamesh you fared no better. Monsters attacked and you were not prepared. Some may say it is the purview of the Fifth to command the army and you would not be wrong, they are the brute force, the muscle, of our society but they are not the bone. Muscle needs bone and under the leadership of such men you were flimsy. You came back from war and you were changed, you were unified against Gilgamesh and in your haste took out the law under him.
You need your calcium ladies and gentlemen...
Despite how I speak I am hopeful. We are not beyond repair. You may not see me as an ally, you may distrust me, and I cannot make you believe that I speak the truth. Knowing this I still must try. We are headed towards disaster and the longer you let the law slip the more lives will be lost and the more Hollows will develop. Look at yourselves and think hard. You've broken the law. Some of your peers have been punished but you have not. Would you call this a just system? A system that encouraged obedience and strength? If you are a death god without sin. A death god who has broken no laws..."
Umi smirked.
"Stand. Stand up and be counted! Show us all your purity! Let me revel in your majesty!...and forgive me..."
He snapped his fingers, pale mist forming into a cushioned chair which he rested upon.
"For I too am guilty. I disrespect my superiors and am in grievous breech of the law...but I do so out of concern. You have elected a choice already and I am due to respect that. I do not see him as a failure but rather as improperly trained. Those before him were not much better, complacent and lazy, they did not punish and correct. I shall be clearer. As a show of respect for your decision as a society I will not, if granted the chair, offer Hi-To anything less than a seat at my side.
Each of us is a criminal and our crimes are unpunished, this is a failure of a division if I have ever seen one...but as I have hope for the Soul Society so to do I have hope for its members. As we are all criminals you may wonder if my first act would be to punish you? You would be wrong. I am intent to forgive you, not just you but everyone. I offer you the chance for firm leadership, a stronger society, and an erasure of the past so that we may move forward..."
Umi rose, chair dissolving to nothingness as he did. He took a slow, full, bow and extended a hand in gesture to the current Captain, Kohara Hi-to.
"I conclude and offer the floor to the incumbent."
