FOREWORD
Members of Bleach Gotei,
While the Character Life-Cycle Patch went an enormous length towards making BG an easier place to tell a great story, there are still a few tweaks to be made to the way things work. It is our goal to offer a transparent framework for storytelling and character growth, development as a writer, and a sense of community between players. Presently, not all of our rules, policies, and procedures do this so obviously we want to address that, and continue to make BG the best that it can be. Much of this patch's contents were the fruit of excellent public discussions held on our boards regarding policies we currently have, and brainstorming sessions between our players. Bleach Gotei never fails to impress when its dedicated memberbase puts its mind to improvement. So thank you, sincerely, for your time and effort.
PAST UPDATES
The Character Life-Cycle Patch was issued in February a changed a significant number of standards. Please refer to this link in order to read that patch and familiarize yourself with the tone and direction of changes. Those moves are the basis for this patch, as we continue to tweak the player experience starting from the ground (last patch) and working our way up.
Character Milestones
-General Guidelines were created that correlated BGP with character development.
-These reference points serve as a sign-post, and not a hard and fast rule.
-Development is based on a 1,500 BGP starting point, with no upper limit.
Skill Ranks
-No functional change.
-Multiple ranks were renamed for clarity.
Stat Costs
-The '50 free Reiatsu' was removed.
-All Stats from 1 Reiatsu to 300 Reiatsu now costs 20 GP per point.
-Total GP required to reach 300 remains unchanged.

Core Changes
Retired Characters
-Retired Post-Prestige Characters (Transcendent and Broken Transcendent) may now count as unaffiliated NPCs for the purposes of GP collection.
-Unaffiliated NPC's gain GP at a rate of 200:1, per our standard rules.
-This GP is added to a pool which can be drawn on by any of that writer's other character's.
Skill & Loadout Changes
Transcendentals
-'Concept of Reality' is now unlocked with a one-time purchase of 1,200 GP and is no longer a skill.
-Transcendental Form now grants a release bonus of +150 Reiatsu. (Up from +120)
-The load-out for a Transcendental is as follows:
Broken Transcendentals
-Broken Form now grants a release bonus of +120 Reiatsu. (Up from +100)
-'False Concept' now starts at Master rank, but may never reach Transcendent rank.
-The load-out for a Broken Transcendent is as follows:
Advancement Requests
-Requests for Second Power, Prestige, and Post-Prestige are now to be publicly posted on the Request board.
-Requests for Second Power, Prestige, and Post-Prestige are now to be publicly reviewed and voted on by Staff.
-Submitting players are allowed to respond to questions and clarify information, in support of Staff's evaluation.
-If it is the player's strong preference that the request be reviewed privately, they can submit it via Private Message to a member of Staff.
-Private submissions will be handled on the Staff board, with feedback available upon request.
Word Count and Thread Claiming
-GP will now be calculated by a total word count for the entire thread, summed in the final post.
-Players may only claim GP when a thread has been completed, or when specific conditions apply. See Inactivity Rules for more.
-GP rates remain unchanged; 50 words = 1 GP in a group thread, et cetera.
-This change applies to any thread started on or after May 20th, 2016.
-All previous GP calculations are to remain as they were recorded.
If you have a thread started on or after May 20th, but you have already claimed a portion of the GP, please speak with a member of Staff.
Inactivity Rules
-The per-thread GP penalty for Inactivity has been removed.
-If a topic goes longer than 14 days (2 weeks) without a post, it can be considered Inactive.
-If you are waiting on your partner in an Inactive thread, you may choose to claim GP from it, and consider it Abandoned.
-The player who allowed the thread to go Inactive cannot claim GP from an Abandoned topic unless they are able to complete it.
-We encourage players to communicate and find a way to complete all of their threads, or leave open the possibility of completing it later in spite of delays.
-However, after 28 days (4 weeks), if the remaining player(s) find it necessary, they may choose to wrap the thread up on their own.
-If a player creates a thread on the Coming & Going board, the allotted times may be doubled to accommodate.
Can you explain this change?
It's always been difficult to walk the line between encouraging people to finish what they start, and punishing those who do not. However, in the course of public discussion it became clear that the Inactivity Penalties, while understandable, only served to discourage people from returning if they accrued significant numbers; the loss of GP and related effects simply felt like too much to overcome and were leading to permanent abandonment, rather than temporary. This rule change is an attempt to strike a balance between letting folks know we take the commitment you make to your thread partner very seriously, while also providing every reason we can for a player to come back, talk to their partners, and finish up what they started should they need to spend some time away.
To this end, we felt this was also the perfect time to make a basic change to GP calculation. You will no longer need to stretch your 440 word post with a needless sentence or two in order to get just one more GP. This should result in a slight net gain of GP per topic for all involved. However because of potential bookkeeping nightmares and the associated time sinks, we have decided that this change will not apply retroactively.
Our intention is to create a better atmosphere for communicating with thread partners, and encouraging people to recover topics that either take a very long time to finish, or require large gaps in time to facilitate unforeseen circumstances. Bleach Gotei, as a roleplay setting, works best when two or more people sit down and put together a great story. And in order to do that, it takes communication, creativity, time, and some persistence. These things can only happen and can only truly shine if we all support and use them.
