The time had finally come. All the pieces had been gathered before him and now all that was left was to assemble them. It had taken him longer then he had anticipated or planned to prepare for the task in front of him. But at what price?
The Kosa's deterioration. He had all but isolated himself from others while attempting to gather these materials which had probably caused a large number of his people to drift away from the Kosa organization. Actually, they all seemed to have drifted off. Sure there were the guards and such who served the kosa, but was there anyone of note left? Ever since Adimus disappeared things were going downhill, no even before that. Vigilance was getting more of the attention and nearly every member of kosa was a member of the Vigilant as well. He had been too focused on his plans that he did not see everything slip through his fingers. Now he was practically alone, once more in the empty shell of an organization. Kokuou regretted the fact that he had allowed things to deteriorate so far, he should have been there for his people. Yet there was nothing that he could do at this moment to fix his mistakes, all he could do was make sure that all his effort was not in vain. Once he had managed to succeed then he could attempt to rebuild the Kosa into something that would withstand all things.
His growth had stagnated, and when he could have been of use to the city of Karakura he had failed. While he had wasted time focusing on the materials he had been gathering, he failed to grow stronger himself. Again he had failed when the city of Karakura was under attack by a spirit that was of the same rank as the entity named Tova. While it might not have been as powerful, it was still far beyond what Kokuou had amassed. Instead of being one of the people to stand up and protect the city he had been able to do nothing. He simply could not afford to fail again.
He would need assistance in his plan, if he could gain additional help then the chances of failure would decrease. However his choices were limited. Quickly considering his options he was able to settle on two people, one a old acquaintance, one much newer. Yet in the end he decided to contact Freyleif instead of the Quincy King Weylin. Weylin had already assisted him greatly when he provided one of the pieces needed for the project he was about to undertake, and was a busy man who had many responsibility's that he had to take care of. While Freyleif was a far newer acquaintance, she might be able to help Kokuou, and her knowledge of Runic magic and language might also be of assistance as well.
After placing a call he would wait. His only hope was that Frey would meet him and he could convince her to join him in the task he had planned, if not he would simply have to attempt it by himself. Their meeting place was outside, a lookout situated not far from the center of Karakura's destroyed zone. Already devastated when the Spirit Tova had attacked and slaughtered thousands of people, it had just the other day been the same place that the spirit Obsession and the mortal Kireon had fought. One more grim reminder that failure was not an option.
