It was going to be such a calm, relaxing day. Murat had actually managed to wake up early and make it in to his office on time, not that anyone ever noticed the records manager coming in a few minutes late. He had every intention of kicking back, mixing himself a Brandy Sour, and starting the day off with a nice, refreshing liquid breakfast. In his nearly 70 years in First Division, he estimated he could count the number of times he'd seen someone at his desk within the first 30 minutes of his shift on one hand. On most days, nobody even came back to his neck of the woods. How was he supposed to know that this day would be any different?
The messenger, a female Shinigami Murat had seen in passing a few times but didn't know the name of, had been quick about it. From what he gathered from her demeanor, she had not been waiting at his door for too terribly long. After handing him a small file, she informed him that the orders came from the Captain Commander's office and were for his eyes only. How Murat went about it was up to his discretion, but a report was expected within 2 weeks. Bewildered at what any of the higher ups, let alone the Captain Commander, would want of him, Murat absentmindedly thanked the messenger and walked into his office with the file.
The orders were simple. Niji Amidasu, a member of Fourth Division's research team, had been on the wrong end of several violations in her brief 2 year tenure. Recent rumors of certain unsavory habits had begun circulating and, rather than tasking Second with a full-on internal shake-up, Murat was to do some preliminary research and investigation.
Murat had recognized Niji's name the second he read it. Walking off to records storage, Murat had no trouble locating her rather sizable file, highlighted by destruction of property, killing people's pets, and attempted arson. Her offenses had certainly scaled back recently, but she probably wouldn't still be serving if they hadn't. The records listed several attempted instances wherein Niji had defended her actions, claiming that that's how things were done in the outer districts. Due to technically not knowing that her actions were illegal, Niji had been let off with reduced fines rather than any jail time.
Great, they're sending me after a mad dog.
Murat spent the remainder of the morning walking through the records room and pouring over Niji's files, digging into not only her disciplinary history but also her academy work, service record, and other miscellaneous forms. Finally satisfied he had an idea of her general character, Murat threw together a quick report and considered sending it in and washing his hands of the matter. Had it not born the mark of the Captain Commander, he probably would have done just that.
"Don't be so stupid. If they wanted a simple records report, they wouldn't be so damn secretive about it. There's something else going on here, and you know it."
Snapping into his inner world, Murat found himself standing across a large planning table from Nesim. She sat atop her horse, as he had always seen her. Today, she was scowling at him, her brow furrowed in thought. He sighed as he looked down at the table, not at all surprised to see identical copies of the reports he had just been going over.
"Then why did they ask someone in the records office to do this? I'm not about to go off and arrest her or anything. All we have are reports of her past actions, and she's already paid for those. I'd have to catch her in the act, and I'm not about to magically stumble upon her committing some new offense."
Nesim raised an eyebrow at Murat and pulled out the discipline reports, pointing to Niji's justifications.
"Look. Early on, she talked about multiple districts, but her more recent statements all refer to the forests on the edges of North Rukongai, specifically this one area. It likely has some significance to her."
Murat had noticed this in his reading, of course, but didn't think it particularly important for the report he was generating. Knowing Nesim's preference for bold action, he could see where this was going.
"No. We are not going out in the middle of nowhere to chase a violent arsonist. Do you want to get me killed?"
Nesim laughed heartily, leaning back on her horse to the point where she nearly fell off.
"Is that cowardice I detect in your voice, Murat? Don't think you can take on a rookie? Maybe you should put that in your report to the Captain Commander."
Nesim changed her voice to a poor mockery of Murat's and resumed. "Sorry, but I was too scared of a rookie engineer to actually do my job! I thought about going after her, but I'm only good at reading paperwork."
She had hit a nerve, and she knew it. As Murat started fuming, he realized that she was probably right. He had been asked to research and investigate Niji. He had done the research portion, but no investigation had taken place. Biting his tongue, Murat looked at Nesim's smiling face.
"Fine. I'll go, but don't you think I'm letting you out."
Murat came back to reality in his office, a look of exasperation on his face. Placing the report on his chair, Murat scrawled a note saying he was out of the office on an assignment. As he grabbed Niji's papers to re-file them, he noticed that she had never signed off on a few of the forms.
Well, if I get caught, at least I'll have an excuse. Here's hoping she doesn't pry into why I'm wandering off into the boonies to get a few signatures. It probably wouldn't hurt to go incognito, though. Walking around in uniform is a sure-fire way to draw attention out there.
After dropping off the files he didn't need, Murat stopped by his quarters and changed into one of his older suits. Gently, he removed the device attached to his face, leaving the eye socket exposed to the air. Donning a pair of sunglasses, Murat walked out of the barracks and made his way into Rukongai to try and track Niji down. As he left the gates, Murat realized he completely forgot to make his Brandy Sour. This day was not off to a great start.
