Some of my friends have been wondering about the Skyrim Special Edition. Is it better-looking than Skyrim with graphic mods? The answer is: ...Eh, sometimes.
In the end, I'd choose Special Edition because, while it doesn't look as pretty as my modded skyrim, it DOES have better fps.
I tried to get some comparison shots if anyone on here was wondering about it. 1 blood dragon & some random guy who left me 100 gold of inheritance were harmed in the making of these photos.
In every screenshot I'll put Skyrim w/mods first, then the Special Edition:

Idk if you'd call them "Issues", since for me it was only during specific instances. But if you used the graphics and sound mods for skyrim, and then didn't have a top of the line computer (by like, 2014's standards) anywhere with high foliage, monster, or visual effects would cause major fps drops for several seconds.
Happened to me a lot before I got my new computer. After I did the issue went away. I can't say anything regarding other people's fps issues though.
Ty Kat, helps me decide if nothing else.
Also note there's a lot of issues for people to even get the legendary edition started in general- I still haven't managed to get it to boot up.

Basically that ^ My graphics/fx mods were pretty HD so my fps took a hit. It's not a universal game issue. I'm just saying the Special Edition can give hd effects for higher fps, cus now it's a part of the game & not a mod you have to tack on.
I was also having issues on the old skyrim because I have a 144hz monitor, and once the game started getting over 60 fps things (npcs/audio) would start bugging out. I had to set my monitor's refresh rate lower every time I played.
Also, have a video:
