The history of the Rukongai dates back to a time before the concept even existed. No Pure Soul still exist in these modern times that can recall who the first souls were to walk its vast fertile soul, and to be quite frank none of them really seem to care. As such no Pure Soul existing today knows exactly where the village that would become the Rukongai was founded. Today the City of Pure Souls is built up to surround the massive fortress known as the Seritei, but the City itself dates back to centuries before the first Seki Seki Stone of the Seritei was carved and set in place.
As one can guess from the previous paragraph very little is known about the Soul Society before the founding of the Original Gotei. What is known is that it was a time of war and blood shed, where the concept of the Soul Society as Heaven was even more difficult to believe then it is today. Those who could wield the power of the Zanpakuto, an ability all to common today, were often treated as Gods among Pure Souls. These were just those that could command the power of what is now known as Shikai. Those who managed to surpass that, that obtained Bankai...they were thought of as incarnations of the Soul King itself, taking a Pure Soul form to rain praise of punishment down on the Soul Society.
In the Eastern Section of the Rukongai, a seemingly eternity away from the massive fortress of the Seritei itself stands a massive mountain that can be seen as only a dot on the horizon. It is known as Mount Dammia and over the years a small community has grown around its base, fueled by speculation that a God of some kind lives in the decaying ruins of an old PreSeritei temple at the top of the Mountain. The structure itself is rather unimpressive when compared to the Seritei itself, but there is clean evidence that back in its prime it was a structure whose architecture and design could easily overshadow the walls of the Seritei. While the foundation for a much larger complex still exist, the only thing that remains of the temple is a single massive block of Seki Seki stone that was hollowed out. A single weathered statue stand within this hollowed out block, its features no longer distinguishable.
Much of the mountain itself is now covered in thick forest and vegetation, except for a single massive scar of crystal like rock shaped in a arc on the south side of the mountain. The blue colored crystal like rock shines as the light of the sun shines upon it, causing it to sparkle in shades of red and and orange around the times of sunrise and sunset. It is thought to be evidence of the use of a powerful Bankai in an era long long forgotten. There are also the remains of stone steps leading up the mountain to the temple remains, but many of the steps are either buried under centuries of underbrush or are weathered away to nothing.
The people around Mount Dammia have recently begun to spread rumors on the Eastern Rukongai about a being they call Chisana Mono who lives in the temple ruins. The rumors say that those who suffer from severe illnesses have been cured after meeting with the being, and that one of the villages elders, a Pure Soul named Nise, has even gain certain unusual abilities after spending many weeks with the Chisana Mono.
