So, I'm not new to the whole: "how strong would this canon character be on the site?" debate. In fact, I start that debate myself every once in a while. However, what we don't really see talked about is what reiatsu level is equivalent to what. Yes, I'm talking about power/feat scaling, and how it is relevant to our site. Recently, a party which will remain not named expressed a strong dislike for Tova/Shun's guidelines on reiatsu gaps. Honestly, it was very outdated, and I can see why. His biggest quarrel was revolving around a comparison to canon that I made, and how it seemed completely inaccurate. Hopefully, this set of (guidelines) that you are able to use if you wish is satisfactory to most, if not all parties who like talking about this kind of stuff.
Without any further ado, lets get to the scaling and stuff.
0 - 10 Reiatsu: At this level, you're an ordinary human. You probably can't feel spiritual pressure, which means the adverse effects of said ability don't apply to you. Congrats! You qualify as blissfully ignorant.
11 - 24 Reiatsu: Well, you can do something, that's for sure. At this point, we start seeing humans who can see ghosts and (at the top end) are learning to manifest their powers. Compared to most people, you range from either abnormal, to borderline superhuman. At around 20 rei, we see Demi-hollows. The lower levels of this is where you would find Rukon souls. The higher levels also bring us to the average entry level academy student.
25 - 50 Reiatsu: Congratulations! You qualify as what we would call the "average" shinigami level of player. Around 25-40 is what we would call both a base hollow and an unseated shinigami. This is also the lowest range of player character power. At this point, normal humans are paltry obstacles to you. You can tear them apart with ease, and things like walls, and maybe even the occasional car or two are about the limits of your destructive capabilities (strictly in reiatsu terms). Above 40 reiatsu is where we start seeing unseated and very low seated officers, and the higher powered, more intelligent base hollows. Also, from here on out, it's hard to compare things to humans, as they usually have their own personal progression, so I can't really speak for all of them.
51 - 80 Reiatsu: Alright, we're getting somewhere. This is a diverse range, as around is where we start to see a big gap in both power and skill from the lower levels. Throughout this range, we see Gillians, low tier adjuchas, and some arrancar, though they are generally numeros or non numbered at this level. Here is where we begin to see the unseated officer, and maybe some respectably numbered seats, like sixth or fifth seat. Here is also where we usually start seeing the first signs of skill in certain areas, like hado, shunpo, or zanjutsu. Maybe a player of this level might be pursuing a first mastery, though it would be ambitious. In terms of destructive capabilities, by about 60, most mundane things just don't stand a chance against you, with feats like lifting gargantuan boulders now becoming possible. Destructive spells are now far more potent, capable of blowing sizable holes through smaller houses by the late 60s or so. By the mid 70s, you will being to intimidate low-tier spiritually aware individuals lower than 20 reiatsu by merely releasing your reiatsu, though the largest effect you could really produce would be a decently powerful discomfort. People below 50 reiatsu should make decent sparring partners, though not really stand on equal footing with you.
81 - 125 Reiatsu: Okay, you're certainly what would call early mid tier by this point. By the time you hit 100, small buildings can become casualties of your battles very quickly. We are now seeing larger amounts of adjuchas class hollows and arrancar, and chances are, you're probably a fraccion or maybe... just maybe, a low number espada. It's doubtful that shinigami around this level don't have SOME kind of seated position, with most being around fifth or fourth seat, and maybe a weaker third seat at the highest parts of this bracket. Pursuit of second power, albeit rather rare at this point, becomes a legitimately plausible goal for player characters, though it is certainly ambitious. First masteries are more common. At the higher levels of this bracket, your ceros might leave a sizable crater where a decent sized house or building might have been, and if you lose control of yourself in a human neighborhood, it wouldn't be surprising if that community suddenly lost half of it's population in an hour. At about 100, people at or below 60 reiatsu shouldn't really pose any legitimate threat to you, and you should probably be capable of besting them in a battle with relative ease. At 120, anybody in the last tier or lower should just up and leave, as unless they have a serious skill advantage, victory is highly unlikely for them.
126 - 175 Reiatsu: This is another one of those big "gap tiers". While most shinigami could start out at around fourth seat at the beginning of this bracket, it wouldn't be a stretch to say that they could be the lieutenant of a division by the end. About midway through this range is when second power becomes slightly more common, albeit still not something that should be taken as a small step. By the end of this tier, large buildings and it's surrounding people and structures collapse under shows of your power. By this point, you should really be a one-man demolition squad. People below 100 are essentially jokes to you, and once again, towards the end of this tier is where the very weakest shinigami and spiritually aware people begin to feel a new sensation. However, this effect has gone from discomfort to flat out heart-wrenching fear. Hollows start reliably achieving espada positions during this stage, though they probably won't hit the top 5 spots (on a traditional 10-spot espada team, that is). Speedsters are breaking the sound barrier, strong men are well... really damn strong and incredibly durable, even to building-busting attacks. Spiritualists are seeing... well, like I said, very potent destructive effects. By this point, people know your name, and you should be proud of it.
176 - 250 Reiatsu: Okay, it's time to slow down. The later parts of these tier generally is where we see our higher level espada, powerful lieutenants, and maybe the odd captain. You've mastered your craft, and should be happy about it. Large portions of cities, if not the whole thing are completely helpless to your destructive power, and honestly, this is where it gets fun simply imagining being at/above this tier. Most people have a second power at this point, though I won't blame you if you do. Once again, by about 225, people in the last tier should just up and leave. Below that? My god, you're risking your life by touching this person, because if they don't like the way you touched them? Well... you probably should start running, because if you don't, your head might be coming off some time soon.
251 - 300 Reiatsu: Please stay away from me, I like my life. Really though, I don't have many words to say about this tier. At the end of the bracket, large cities start being completely obliterated relatively easily. King Piccolo from Dragon Ball would be a fitting anime-comparison to your level of power. At 275 Reiatsu, I'd probably not be surprised if the tankier members of this class started eating up nuclear blasts without taking much damage.
301 - 400 Reiatsu: Please stop. Really, this is stupid at this point. Should you be let loose and if you so willed it, without any other intervention, the world would end within a week or so. You have the capability to wipe out all of mundane humanity, and that shouldn't really be surprising. When you merely release your power, the destructive feats that are pushing the absolute limits of 175 reiatsu characters just casually occur around you. About 400 is where I'd place both crazy butterfly Aizen AND the royal guard, and even that is a stretch. To give you an example of how ridiculous people of this level are, I'd point you to a famous thread called Nadir. In this thread, Takua, a 400 reiatsu prestige arrancar, refuses to use his Ressureccion: Segunda Etapa, even though it would help him. Why, you ask? Because he's afraid of instantly killing everybody in the rukongai. Really, I'm not joking. He refused to release his power, because just it's ACTIVATION would kill off most of the people around him. Even the guy who he was fighting wanted out.
401+ Reiatsu: I have one thing to say to you. Should you go all out, using some very powerful attack downwards towards the earth, I legitimately would not be surprised if you flat out blew the planet up. Like, 450+? That's when that starts happening. Basically all of your attacks look like this:
