kasumi (erroneously) believes quincy pose the most significant threat to the cycle and to seireitei at present, but I hold a somewhat different view:
every vaizard is our enemy in this historic struggle, regardless of whether they vegetate in karakura or carry on their parasitic existence in seireitei or blow the trumpets of war in hueco mundo. all vaizards by virtue of their defect and their "race" are part of a conspiracy against the gotei. they want its defeat and annihilation, and do all in their power to bring it about. that they can do nothing inside the walls of our fortress city is hardly a sign of their loyalty, but rather of the appropriate measures we have taken against them.
the quincy are not our friends, but they do not either pose as such—since time immemorial they have been our enemy, and the benefit of an enemy is that you know where you stand with one
vaizards, however, are an insidious sort. like a disease rotting a body from the inside they weaken our defensive position and jeopardize our cause, and while some are more ready to cooperate for the good of all shinigami and the sacred task they carry out, the vast majority would like nothing more than to see seireitei burn and the cycle along with it
our commander has stressed the importance that we do not take the quincy lightly. her vigilance is admirable. however, I fear her personal feelings may have initially clouded her judgement regarding the half-breeds and caused her to underestimate the risk their continued presence in seireitei poses. a recent string of seditious and irregular behavior from those in our society that suffer the fractured psyche of the diseased vaizard mind has highlighted that no amount of goodwill on our part can mitigate the inherent danger in keeping them around
with recent events in mind I feel the vaizard case has been made for me: I propose they be rounded up and sent into exile to hueco mundo, where they belong, and that nagisa chinda be temporarily granted immunity in exchange for her exemplary service to the gotei while we evaluate how to best proceed with her case
during this transitionary period I advise hostilities with the mortals, quincy or otherwise, be put on hold with an immediate but temporary ceasefire, and I intend to undertake a short journey to hueco mundo to remind those residing there that the long arm of seireitei law extends wherever shinigami—past or present—may go
any hollow-breeds who get in my way will be dealt with swiftly, but they're more than welcome to try to stop me
