After having faced the fundamental conflict that’s been curbing her growth so far, Kasumi’s accepted, and taken, the control of the Gotei. With trust in Nagisa’s back up and Hazuki’s motives which converge with her own, she slowly starts out the search for the ‘right type’ of leadership.
The first step toward that was picking those surrounding her. By demoting Miyuki to the third seat of the First and picking a strong member of the Fifth, Genki, to lead the combat division, she shows that friendship, while important, won’t be the priority when one was being appointed for a certain position. Aside from that, she starts to pay attention on how to ‘tie’ people to herself (here Murat) in other ways than purely being liked as a person; a lot of people are necessary and not everyone of them are friends.
During the topic with Rania she asks for the older Shinigami to be the Fourths Captain. With the development of the contacts as proof of Rania’s ability in the research and development sector, Kasumi is pretty confident that her new fellow Captain will let the Fourth prosper. It’s also here that she takes the opportunity to give out the order to develop a seal for the Quincy. While she doesn’t want to exterminate a while race, she does find them dangerous for the balance and decides that it would be best to keep them under control.
Her first meeting with Mirabelle turns bloody real fast. Knowing that information has to be extracted and treason cannot be tolerated, Kasumi tries to gain information from Mirabelle through some sloppy torture. An almost sadistic trait briefly appears as she pushes herself to act violently and mercilessly under the pretence that if she can’t do it herself then she had no right to ask her subordinates to do it.
Feeling slightly worried, and perhaps even a bit guilty, Kasumi decides to bring Mirabelle II a visit while the latter is in the hospital. They seem to have a decent conversation, and while Kasumi pushes the red head to retrieve her Zanpakutō – she also slowly tries to push her believes onto the other Shinigami.
As she grows into her haori bit by bit Kasumi still follows through the ‘lead by example’ slogan of the First, but less hesitant. With the moment of searching for the right balance gone, she settles in and starts to act the way she thinks is right for the future. Going to the Rukongai with Mirabelle is one such case. Making use of her authority she helps the woman. It happens in her own way; the only ‘right’ way.
In order to adjust the Gotei’s workings so they could do their duties in the most efficient way, Kasumi has stepped out of her comfort zone of ‘being liked’ by those around her and trying to talk them into doing things; she’s moved onto daring to make decisions, and not only for herself.

After some hesitant steps, Kasumi has finally been able to find what type of leader she is. Like Hazuki’s told her, it would happen in time, and the time has come. While being submerged in work she seems to have everything she’s ever wanted, not even truly ‘wanted’ because she simply got everything she has. It was thrown at her and she easily took it as if it was her right to do just that. Getting what ‘belongs to her’ has become natural to Kasumi; she doesn’t need to want things because they will be hers eventually. While she has worked, and still puts effort in relationships, her skills, and managing the Gotei – there has never been any doubt that something wouldn’t work out. This has started to give her a certain type of numbness which will become the base to new questions – ones that have to do more with herself than her surroundings. The realization of being unable to care about what she already has and her insatiable curiosity will be explored in the next chapter.
