Lucas is a Quincy. Quincy kill Hollows and Arrancar alike because they're people-eating monsters beyond redemption. The only true justice is total eradication, not the ill-earned salvation of a Shinigami's sword.
Shinigami don't much like it when Quincy do this. Normally, Quincy wouldn't hesitate to kill any Shinigami in return, if they start things. The only issue, of course, is that Lucas made a vow to his father in Never Get Old to not kill the Shinigami in order to avoid their unrestrained wrath.
This is his first test, against an opponent that he does have an advantage over, but is clearly still deadly. Will her break and change, or will he hold steadfast in the first challenge of his promise to his father?

How is this Legendary?
He holds fast. Things get a little wild, too. Amou's use of his powers is creative and deadly. Were it not for Lucas' superior raw power, I think it's pretty clear he would have lost this match. Needing to be right up in the man's face like he is? It's a huge tactical problem that Amou wasn't subject to, and I think it's plainly obvious how differently this could have gone if their power were more equal.
The big moment, I think, comes at the very end. ALthough this was cut a little short by Amou's inactivity, we had already reached it: When the Shinigami is believably overcome and rendered helpless.
Lucas could have killed him, and he didn't. This takes the promise he made to his father and turns it into something more than words -- and I think that's a huge choice for Lucas. We already happen to know that it comes back to haunt him in the form of Saya and Shigure both!
