I think, by now, Hazuki has made a bit of a name for herself in Seireitei as being a strict kind of girl, and one who takes the law in particular quite seriously.
These are all fairly high-profile cases and a common theme runs throughout: the fate of these people is decided, ultimately, by how they are judged by Hazuki.
Nobody has used this name to refer to Hazuki IC as of yet and while I certainly could browbeat some people into doing so in order to motivate the request in that way, I feel Hazuki's actions speak far louder than other people's words—so what's the point?
It was a tossup between this and Empress and in the end I felt this won out: I'd rather have a title I've won through my deeds than a title I've earned through my attitude. Old habits, I suppose.

I mentioned I'd try to get to this on Wodin's Day, and I missed, but I hope you'll settle for Thor's Day.
As I've articulated in the past, there are two types of titles. Nom de guerre, and 'nickname'.
Nicknames are pretty easy to explain; they are a thing people usually use to your face, and lots of people know it even if by slight variation. For example, my name is Anthony IRL by I get Tony, Tone, Antoine, and other variations like that. Ezpz to accept the nickname of "Tony" is well known. It's also a thing you, as the 'owner', can choose or choose not to go by. In essence, a title by nickname can be thought of as an accessory to your identity.
The other hand, the one you're presenting here, is a nom de guerre (French for 'name from war' for the uninitiated). Those are names generally granted to you by other people, based on deed or reputation. A great example is how Harvey Dent in The Dark Knight learned that people at Internal Affairs called him 'Two-Face'. It was a reputation and esteem he had from other people--he definitely didn't spawn that name on his own. So to that end, Hazuki being known as 'The Judge' is not difficult to buy despite it not having come up in a thread. To be fair, this one would have been extremely easy to slide in to your thread with Eve and Kionchi, but I don't fault you for passing on the faux pas of asking someone to call you this deliberately.
So, with the above in mind, I don't think I have to go to any great lengths to bolster my approval here--Hazuki's deeds say most of it for me.
