Mako was working on a theory- one that needed sufficient testing in order to accurately perform, however, there was the largest issue of how limited he was in his knowledge of the subject matter- he had learned of this technique known as "Shunko" and it was quite common compared to what he had anticipated. However, the issue rose its head that it completely spit on all of the ideas that he found to be core to his development and attitude- it was too flashy, loud, the raw power it exerted was magnificent but everyone simply cloaked themselves in Kido energy in order to utilize the ability effectively.
However, this is also what hindered it so greatly- causing damage to the uniform, causing one's attacks to hold explosive power, they were all drawbacks for a second division member. He wanted something that was far less notable- something that would be virtually unnoticeable in physical change despite the dramatic alterations that it would cause to the body of the user. To infuse Kido energy into his body, instead of cloaking himself within it- that was his goal. However, the process would require tremendous focus and skill, knowledge of the body, perfect reiatsu and kido control- and even more so, a way to properly balance the power without causing damage to the body, or show physical effects that weren't more than minimal alterations.
It was then, that his mind went to the Quincy. Lessons on them had given him plenty of book knowledge of one of their abilities, "Blut" that allowed them to channel energy into their veins in order to augment their physical forms- it was exactly the sort of thing he was after. But reading about something in a book was nothing like trying to mimic it- especially since he wasn't a Quincy, he couldn't just try to manage it naturally. This process was going to take time due to its complexities.
It was for this reason that he was currently wandering the human realm, having requested access to it in order to gain information- it was easily approved, not as if he was actually lying in any way either. No, what he was currently after was a Quincy- but finding one wasn't easy. They were rare, even among spiritually empowered area's, but tracking was his specialty. With this, Mako was quietly walking through the streets in a Gigai, a simple black suit fitting his frame, white collared dress shirt holding a crimson tie around his throat. He held his hands in his pockets and kept his senses extended- his spiritual presence completely suppressed, he was searching for stronger spiritual energies, but even more importantly- specifically for a Quincy.
Still, any stronger energy would certainly work- he knew the stronger earthbound members usually tended to stick together, it was their best chance at survival after all- a wise policy. He didn't mind finding a non-Quincy first, but obviously, the genuine article would be the far superior choice. When he found one there were two options- one simply engaged them in combat legally to see this "Blut" in action, something he would prefer to avoid, the superior course of action would be to approach them with a logical and open-minded viewpoint in an attempt to persuade them into assisting him in exchange for some form of help that he could offer instead.
Either way, it would be interesting, but he greatly preferred the second process to the first- there had been too much tension between the Quincy and Shinigami, and to Mako it all seemed utterly pointless. Allowing some foolish notion that a small percentage of the human population could somehow magically completely flip the balance- and instead of looking into ways to ease this process, simply forcing them to surrender their freedom or die: idiotic. All it would cause was more death and more destroyed souls, upsetting the balance even further. Furthermore- if they existed, and had lasted this long, clearly they had some point in existing in the cycle as a whole.
It wasn't as if they were some evolutionary blip. They were still being born, more every day- they weren't being "phased out" they were growing. That meant that they had a purpose that the Shinigami simply refused to see, blinded by their idiotic laws, policies, and traditions. Pointless, all of it.
But it was beyond the scope of his emotional capacity, he didn't really care about it enough to intervene beyond calling them foolish and simply moving on with his day. In the end, all he wanted was information and power.
