THE NEW QUINCY ORDER
THE STRUCTURE
"The original ranking system was based on the old order, knights, sternritters, all these statuses limited to certain cultures or bygone eras. The true Quincy Order is not one culture or one clan, it is the united power of all cultures, all clans, it is the manifestation of the mortal races evolving to fight against these so-called "superior" spiritual beings." — Erek Blackmore 2017
Monarch: The ruler of the Quincy, their duties involve watching over all actions of the race as a whole. Interactions with other species, protection of the mortal realms, as well as the final say on any and all matters related to the Order itself. They are expected to easily be able to hold their own against a standard Captain at the least and should be well versed in tactics and political understanding.
Councilors: Those Masters which rise above the normal ranks and form their own status, the Councilors are expected to hold a complete understanding of their chosen specialization and branch. Their word is only over-ridden by the Monarch, and within their specified fields they can even command one another if the need arises. Councilors are expected to be capable of handling standard Vice-Captains with ease, and as such are required to have a substantial amount of power, experience, and skill.
Masters: Masters are those that have chosen their specialization, and have not only reached the point that they can be called such-- but are experienced enough in their field to teach others. The rank comparable to that of Vice-Captains and Third Seats, the Masters are required to hold a substantial amount of power and skill.
Guardians: The experienced members of the Quincy Order, the Guardians are given such a title once they have reached a level of experience, and skill that they are noteworthy within the rankings. Similarly, at this point they can be offered a specific position, should they have chosen their specialization that they wish to delve into to support the Order. They are above the rank and file Quincy and are expected to be capable of dealing with standard Seated Officers easily.
Adepts: As the most common rank within the Order, the Adepts are those which are still learning the ropes, likely not quite Masters at any skill and unlikely to have chosen a specialization-- but holding combat experience and a degree of power that has shown they no longer have to be limited and babied. Comparable to Unseated Officers, the Adepts are the first step in the Order to gaining your own true station.

Effectively known as the "Political Sphere", those working underneath the Councilor of Law tend to focus on paperwork, and quite a bit of it. Their work reflects political command, ambassadors to other factions, clans, and races, as well as being those in charge of dealing with the "normal" human world, the monetary flow of the Order, and so forth.

Councilor of Security: Name
The sphere that specializes in one thing-- the defense of the Order and Earth, this includes both through combat and internal disputes. They are in charge of stealth operations, internal and external investigations, guard positions, earth patrols, and similar actions. They are the CIA, FBI and Police Force to the Sphere of War's Military.

Councilor of War: Name
The head of all offensive battle and raw physical prowess, specializing in martial arts, and weaponry. They are considered the first line of defense in battles and are those that are called upon first by the Order for states of emergency, calls for assistance and in times of war. They are expected to be well aware they can die at any moment, and be the best trained for combat. They are the Military to the Sphere of Defense's Police Force and FBI.

Councilor of Intelligence: Name
A sphere of insight that is dedicated to one thing, the ability to utilize the extensive skill of gintou, and spell casting as a whole. They are the group that is most skilled in using gintou and reishi manipulation for a variety of effects from destruction, binding, barriers, forbidden techniques, and even healing to the few with knowledge of such. The section of intelligence is also in charge with the pursuit technological breakthroughs involving Quincy Holy Artifacts and other items to improve day to day operations and everyday life.

- Dishonorable Actions. (Depending on the severity this can carry a more severe punishment.)
- Committing assault against another aware mortal, self-defense is not included in this.
- Traveling to another spiritual realm without the approval of a Quincy of the Rank of Master, or Higher.
- Creating materials or items specifically to sell en-mass to the non-spiritual mortal world without the approval of a Quincy of the Rank of Clan Head, Master, or Higher.
- Attacking a member of a neutral faction (see below for status).
- Committing assault against an unaware mortal, or forcibly spiritually awaken a mortal against their wishes.
- Refusing the orders of a higher ranked Quincy.
- Assisting an exiled Quincy against a member of the Order. (Association with Exiles is frowned upon, but not illegal.)
- Violating the wishes of the creator of custom techniques when it comes to teaching their creation.
- Causing direct damage (arson, mass destruction, etc) to any Quincy Headquarters of any sort.
- Attacking a member of an allied faction (see below for status).
- Revealing the location of any Quincy headquarters to outsiders without the express permission of a Quincy of the Rank of Adept, or Higher.
- Allowing outsiders into High Command without the express permission of a Quincy of the Rank of Councilor, or Higher.
- Endangering or conspire against any branch of the Quincy Order.
- Relations with any known enemies of the order (see below for status).
- Murdering another mortal, aware or unaware, self-defense is not included in this.
- Attacking any member of the order without a formal challenge.
- Repeated Severe Offenses, or an action that is extensive even by a Severe Offense standard (Killing a High-Ranking Quincy or Mortal, etc).

THE CODE
"PC Quote" — PC Name
These are the laws of the New Quincy Order. It is the duty of every Quincy to act with honor, dignity, and within the confines of these laws. These laws exist to protect the Quincy, and to separate us from those who have no pride in their natural born gifts, and understanding that we must set an example for others to follow.
For legal disputes, the burden of proof lies with those making an allegation against their fellow Quincy. The accuser must prove, beyond a reasonable doubt, that the defendant committed the crimes that they are being accused of. Abusing this, simply to besmirch the name of another Quincy will carry harsh punishments.
Similarly, all punishments will be dealt with by the Sphere of Law amicably, and can be disproved, argued, or pardoned depending on the situation– for instance, if an individual assaulted, or killed, an allied factions member, but it was done due to self defense– then the punishment would be pardoned without issue.
Ignorance of these laws is not an excuse not to follow them– all Quincy are bound by the laws of the Order, and it is up to them to check regularly to ensure that these laws have not changed.
Minor Offenses - Punishment: Denial of Order equipment and resources for the duration of punishment.
Moderate Offenses - Punishment: Temporarily Confined, all Personal Quincy Cross(es) and Holy Artifact(s) are confiscated for the duration of punishment.
Severe Offenses - Punishment: Exile from the Order.
Death Offenses - Punishment: Death or exile from the Order.
The Factions
Spiritualists: Neutral
Gotei Five: Neutral
Las Noches: Hostile to Neutral
Quincy Clans: Neutral to Allied
Hostile: The enemies of the order, they are to be attacked on sight, capture is preferred, killing is acceptable, however.
Neutral: Neutral parties are under the label to not be engaged in combat unless they initiate it first, they are to be dealt with cautiously but trade, communication, and general relationships are not frowned upon legally.
Allies: Allies are those that the Order has publicly stated are under their protection, and similar will accept help from without question, they are to be assisted in combat, and are to be treated with respect.
THE TERMS
Habitual Offenders: Those who continually break these laws will be known as this, and all offenses will be considered one rank higher when it comes to punishment. This can be removed with long-term "good behavior". It cannot be removed twice, however.
Retires: Those that have peacefully left the Order, remaining allies or simply neutral without currently suffering from any punishments due to broken laws. Those who have retired are welcome to return to the Order.
Deserters: Those who have left the Quincy Order despite still suffering the punishment from having broken the laws. Those who are considered Deserters will suffer an even harsher punishment than whatever their initial offense(s) may be or have been.
Clan Heads: Those who have taken the mantle of being the head of their Clan, a Clan will vary in size but tends to have the requirement of having at least ten living members with Quincy Powers in order to be officially recognized by the Order (PC's or NPC's, this is purely a flavor aspect, creating a clan does require a detailed Clan Page to be made however,). Clan Heads gain an extra vote during decisions that effect their Clan personally.
Exiles: Those who have been officially exiled and banned from the Order, and all of its resources due to being repeated Habitual Offenders, or having committed Severe Offenses. Note they are not enemies— only exiles.
