It's pretty unanimous that the way we initially introduced NPCs didn't go over well. Most are completely over looked by the regular member, and their vague "maintaining the status quo" idea doesn't do much to actually fill the so-called important roles they're supposed to be maintaining. This still leaves a ton of empty space in our world (in terms of power) and can even get in the way of the actual player character in some situations.
To combat this, we've decided to open all NPC characters (ie, any ranked position that is not currently filled by a player character) to be auditioned for and played by a member of the community. When being played, an NPC character has the minimum required GP listed in the NPCs and Ranks rule thread, as well as the minimum number of releases required to apply for that position. For example, should you be accepted to play a Liuetenant-equivalent rank, you would be allotted 7,000 GP to spend on stats and mastery skills and second release. Aside from the GP restriction, there are no other barriers when making your stats, skills, and powers for your NPC aside from standard rules and your own creativity.
The catch to NPCs is that they cannot claim GP, nor make any requests. They are intended to stay as they are and fill the role they are given, while also providing players a new experience here on the forum. However, should you consistently play an NPC for at least three months and show a dedication to the character, you may approach staff and ask for them to be made into a player character. Before asking, you should have already built up a story that would convince not only us, but the world, that your character is ready to be an active force in the setting and is showing the beginnings of a protagonist/antagonist in a larger story that immediately effects the world around them, not just their own, personal story. This is especially true if you're playing a high level (Captain+) NPC.
When requesting to play an NPC, you will need to fill out a brief application and then give a summary of what you would like to do with said character. While this request is very simple and straightforward, you're expected to put your very best foot forward. Your request will be judged base on the effort you've made to make a believable character for the position you're requesting, as well as your goals and ideas for where you would like to take the character. These requests are not first come, first serve; multiple people may request the same position and the first person to rush out a request will most likely not be awarded the position. Similarly, we are in no hurry to fill these roles and are very happy to wait until someone who has the creativity and drive to fill the role comes along.
Alongside this patch, I will be releasing my own NPC character as Queen of Las Noches. She's antagonistic character with powers that grant her the ability to manipulate and alter people's souls even to the point of vaizardification (or reversing that process!) This allows for a lot of interesting stories to be fleshed out with current player characters, but given her goals and motivations, also serves as further motivation for people wanting to apply for higher ranking NPCs -- someone will need to stop her eventually!
This character and the associated request has already been approved by Tony. The full request is in the post below and gives you an idea of what we expect to see when filling out a request for an NPC. Do keep in mind that since this is a very high end NPC, it's written to meet the standards expected of it. Less powerful NPCs don't need to go to the lengths I've gone to for this.
Shinigami NPCs and requests associated with them will be handled by Genki Ogawa, while Arrancar and Quincy will be handled by Failure. If you have any questions about this patch. you can ask them in the associated discussion thread, but if you have questions about actually creating a character for a position, or need help in making your request, contact Genki for all Shinigami concerns or myself for the other two races.
