Loyalties: Since the disbanding of the Human Quincy Council (HQC), Declan chose not to align himself solely to any of the existing Quincy houses, yet pays some respect to all in hopes that if aid were necessary, one of the houses would offer it. In truth, he finds all of the houses a bit extreme in one way or another and decided not to specifically pledge himself to one or the other.
Declan pays loyalty to the spiritually aware Humans similar to his Quincy brethren due to his time on the Council; he does not align himself with any specific house, but hopes that amicable decisions can be reached between the Quincies and Humans. The only Human house that he does not pay respects to is the Jundo house, although he does not disrespect them either; he simply stays away. Declan also pays loyalty to Humans in general as his job in the mundane world is a Private Investigator; this position allows him to take on certain duties as a detective while not being beholden to the 9-5 schedule or the rules and regulations that come with the job.
Declan’s loyalties to the Shinigami are probably the weakest, although that doesn’t mean he disrespects them; on some level, he respects individual Shinigami greatly for the Soul Burial that they provide to lost souls before they are consumed by Hollows. Declan is not ignorant enough to think that one Shinigami is the same as the other, and reserves judgment based on individual actions, but he ends up being indifferent to them while being more respectful than disrespectful.
Declan shows no loyalties to Hollows or Arrancar; the Shinigami have the weakest amount of loyalty from Declan because they actually have loyalty, whereas these spiritual beings receive none. He does not disdain their existence because he understands that some—or most even—do not choose such an existence but he does dispatch them when he sees them to ensure that the cycle continues.

Height & Weight Declan is 6’2†standing up straight and weighs around 200 pounds. The fact that he has to burn both ends of the candle to keep up with his Private Investigator job while dealing with the spiritual aspects of Karakura Town doesn’t leave much for working out or eating right—meaning he’s got a little bit of a soft belly.
Hair & Eye Colour Declan’s hair is a very thick dark brown color. While it isn’t literally all over the place, his hair tends to have a stylish bed head look. Notably, his sideburns are always thicker than they should, which is normally because he forgets to get a haircut when he should. His eye color is only slightly lighter than his hair color, being brown.
Noticeable Difference In Karakura Town, Declan’s height probably sets him apart from most of the inhabitants, something that he picked up from his mother’s side of the family. His frame is a bit broader in the shoulders than most, although he’s not muscle-bound or bulky by any stretch of the imagination. His skin tone is usually different from the native inhabitants of Karakura Town; that would be thanks to his mixed ethnicity of being a mutt (¼ Irish, ¼ Japanese, ¼ American, and a few others including Native American). Because of this, his skin tone is slightly darker and tans easier than most (not as dark as Chad, but probably not far off).
In terms of clothing, Declan probably blends in very well, which is his natural style and a good tactic for investigating; when attempting to be unseen, you don’t want your clothes to make you stick out like a sore thumb. Usually dressed in a white buttoned shirt along with a pair of brown slacks, loafers, and coat (all different shades of brown), one would believe that Declan’s choice of clothing is very bland.

TMI?: Declan originally becaome a Private Investigator because it allowed him to "play" Detective without actually having to be a Detective. He had passed the exam to become a Detective while he was a police officer for the local authorities, but declined because of his responsibilities to the spiritual side of the world and being a Quincy. Because of this, the local authorities have allowed Declan to partake in some of the more arduous cases, making him something of an Honorary Detective. This allows him to be something like a Detective without being beholden to the law like an actual Detective would have to be; he can operate outside of the law as his actions only reflect himself and not the entire police force.
Declan is also very good at playing cards, especially games that involve gambling of some sort. He also has a strong fear of rodents, called Musophobia. He isn't sure where the phobia came from, but he simply disdains rodents and their beady little eyes. It almost makes him want to scream if any were near or on him. Declan also smokes one pack of cigs a day, cutting back from his original two packs that he used to smoke. Despite knowing the health risks, he just doesn't have the energy to simply stop cold turkey.
Declan also prefers women who like to take charge; something having to do with the opposition of his own calm and empathetic demeanor. He's not sure why, but there's something sexy about an opinionated, volatile, go-getting type of woman.

Mekkayu:[/color] Declan’s Mekkyaku is not a pendant or a bracelet but rather a ring. This ring, worn on the index finger of his right hand, has the size of a collegiate ring, being thicker and wider on the top part of the band and narrowing out on the bottom part. The ring itself is made from silver and has designs in the form of crosses etched and embossed all over the ring, although the ring itself looks more like pewter than silver due to the age of the artifact. This is not to say the ring is in bad condition; for being a few hundred years old, the ring is in excellent condition and shows no signs of damage.

Quincy Bow: Upon activating the Mekkyaku ring, instead of a normal Quincy weapon appearing, a gun appears. This gun is comprised of four parts with the first part being the handle of the weapon. The handle doesn’t point as straight down as a handgun handle would nor does it point farther backward like the handle of a rifle would; it is somewhere in-between for a more comfortable grip. The handle also has three finger guards for the user; one circular guard for the trigger finger, another circular guard for the middle finger, and an oval-shaped guard for the ring and pinky fingers.
The last three parts of the gun make up the actual gun, consisting of two long barrels with a white cross bolted to the weapon, connecting them both together. The upper barrel is where reiryoku projectiles are fired from while the second barrel slides forward, revealing the hollow barrel that a reiryoku converted is inserted into. This cylindrical device, which looks like an onyx tube, allows the user to funnel his own reiryoku into the Mekkyaku and fire projectiles that function similar to a Shinigami’s weapon (this was the modification to Declan’s weapon by Soul Society). This filter, charged with a yellow energy, needs to be replaced every now and again although with better Reshi Manipulation comes more efficient use of the filter.
Another compartment exists on the upper barrel of the gun near the trigger of the weapon; a compartment that existed when the weapon first came into being. This compartment is where the GintÅ can be inserted. Instead of dripping the contents of the GintÅ onto the Mekkyaku, Declan loads the GintÅ into the compartment as if the GintÅ itself was a bullet. The Mekkyaku then pulls from the GintÅ’s energy source, although when using the GintÅ, the filter device within the bottom barrel of the weapon has a harder time filtering such high outputs of energy, often becoming overloaded and burning out.

The people from his family were retired Quincy, choosing to give up pursuing the life of a Quincy for the sake of their own lives; that is how they survived extinction from the Shinigami. Some members refused, and thus the numbers of the Flynn family dwindled greatly.
Aiya Marasu was from a more well-known and prestigious family of Quincy, having generations of wealth and history. When one mentioned the Marasu, it was like the nobility of the Quincy world. Opposite Joseph Flynn, Aiya was determined to be one of the strongest Quincy despite her family being closely monitored by the Shinigami. The only reason why Aiya and other family members were able to survive the Quincy slaughter 200 years ago was due to their immense skills as Quincy; not that they fought the Shinigami, but they were able to run and hide, slowly building power.
By accident, Joseph and Aiya met on a flight to Germany where both were attending an assembly held by the Human Quincy Council. Despite the fact that Joseph was not a practicing Quincy, he felt it was important to keep abreast on the issues that lie ahead for his brethren. Joseph and Aiya met at a bar after hours and hit it off quite well, in spite of living very different lives. Joseph admired Aiya’s strength as a Quincy and Aiya admired Joseph’s ability to be normal—and weak, essentially. While Joseph longed for the power that Aiya possessed, Aiya longed to be weak every once in awhile; to not have to shoulder the responsibility of her family.
The two spent a lovely few days together but, realizing the differences in lifestyles, parted ways. Six months later, Joseph received a call from Aiya about her being pregnant and that he was the father. Both decided that the child should stay with Joseph, to keep from falling into the cutthroat lifestyle of a practicing Quincy. A few months later, Joseph flew out to Japan to take the child back to Ireland.
Growing up, Declan had a normal life. What few family members from the Flynn bloodline existed, Declan came to call them aunts and uncles as he would see them often in the small town that Joseph was from. He grew up never knowing about his heritage, although he would always ask about his mother and what she was like. His father could only muster Aiya’s personality as vague generalizations, more so to keep Declan happy and unaware about his mother’s past.
Despite never being trained, Declan started to discover his own abilities, although at first his father thought that Declan had merely made up a fictitious friend. Come to find out, Declan was actually talking to a spirit at school, which started the eventual path down to the spirit world and the life beyond the living. At first, Declan accepted his father’s simple and limited words as truth, never questioning what his father was holding back on. However, when Declan came into his teens, he became more and more aware that he could do more than simply see spirits.
Around the same time that Declan was coming into his own powers, Joseph received a letter that was addressed to him from Aiya. He opened the letter and found that the letter had been written years ago and was sent on the contingency of Aiya’s death. Not wanting to withhold this information from his son, Joseph told Declan about his mother, to which Declan responded in the worst way possible—he wanted to avenge his mother’s death. Reluctantly, Joseph taught Declan the basics of being a Quincy because he was afraid his son would run off to find his mother without being prepared to fight and defend himself.
Declan only trained for a few months, but in those months, he became adept at using his Quincy powers—adept enough of dispatching lowly hollow. Joseph felt that it was still too early for Declan to be setting out on his own but decided that the boy was going to leave anyway. The ring that Joseph wore—a ring that had been in the family for generations—he gave to Declan, telling him that when the time came, he would be able to activate the ring. Declan had used a Mekkyaku that was considered a training tool, but never had his own to use. He hugged his father and set out for Japan.
What Declan could dig up on what happened to his mother was very little; an uprising of hollow had trapped her and another family member, with both of their lives being claimed. For some reason, the hollow had been riled up with Karakura Town, with Declan eventually running into Shinigami. His father had mentioned them and stressed they were the reason why the Quincy had dwindled over the years, but Declan was becoming increasingly impatient, ending up accusing a lone Shinigami for the death of his mother. The Shinigami, confused, was about to argue back to this random stranger, when a flying hollow came soaring around a corner with talons extended.
Declan froze when he saw the hollow. He had seen a hollow before, but only twice, and both times they were far smaller and weaker. The hollow that was flying was about 10 feet in length and 20 feet long with a disgustingly twisted white face. The Shinigami, caught off guard due to arguing with Declan, was swiped by the hollow, being thrown backward and into Declan. Both men fell to the ground while the hollow turned to make another run at the two, planning to end both of their lives. Without thinking, Declan pointed his fist into the direction of the hollow, as his Mekkyaku ring that his father had given him transformed into a large handgun.
Declan was just as surprised as the Shinigami when he produced the gun, but there was no time for explanations, to which Declan didn’t have one anyway. A thin light blue projectile was quickly fired from the barrel of the gun, aimed at the hollow. The shot wasn’t perfectly accurate, but it was enough to maim the hollow, causing it to flee. Once the two collected themselves, more Shinigami appeared on the scene, surrounding Declan. Most knew he was a Quincy, and because of the way Quincy dispose of hollows, Declan was asked to either modify his weapon or cease to exist. Which such lovely choices, Declan chose the modification and thus was taken to Soul Society’s Research and Development team where his weapon was given a filter of sorts to allow it to destroy hollows in a similar fashion that a zanpakuto does.
During his stay in Soul Society, he was treated more like a prisoner than a guest, although he was able to learn a great deal about the Quincy and his mother’s and father’s family history. He also learned some other useful information before being returned to Karakura Town. Upon arriving back into the world of the living, he gave his father a call and explained the whole situation, telling him that he was going to stay in Japan to continue what his mother had started. His father didn’t argue and only mentioned that Declan was more and more like his mother.
Since that day, Declan became more aware of the spiritual entities that existed beyond the living, like the Shinigami, other Quincy, hollows, and humans with extraordinary abilities. Despite being an up and coming Quincy, killing hollows was not paying the bills. Declan took a job as an assistant for a Private Investigator and ended up loving the job enough that he became one himself. Being a PI allowed Declan to investigate crimes that were possibly committed by those beyond the realm of the living, which worked out perfect for him.
Declan was eventually invited to join the Human Quincy Council due to his heritage as a Marasu family member. Declan reluctantly agreed, but became so involved with the council’s affairs that he was able to become a senior council member, highly respected by most. He currently lives in Karakura Town and is known for his investigation skills among those who are and are not spiritually aware. Due to his investigative skills and having contacts from beyond the living world, Declan is usually aware of situations to which most would not have knowledge of. He uses this knowledge to help direct the HQC and protect the innocent.

Declan’s calm demeanor comes from years of being a Private Investigator as well, making him very easy to speak to when gathering information. Even in battle, Declan usually doesn’t break his calm.
[*:9v4e1e6r] Empathetic – Declan can easily understand those in different situations, even when sympathy would not be given by most. He is able to place himself in the shoes of others and understand another’s feelings or what they had to go through to get to where they were. He often uses the reference of Satan, explaining that even he fell from Heaven because he loved God too much.
[*:9v4e1e6r] Perceptive – Part of the reason why Declan became a Private Investigator, he sees things that others do not. When Declan walks into a bar, he is able to take a snapshot of that exact moment in time and run through it dozens of times, locating minute details that others would see but skip over or forget. This doesn’t mean that he is always negatively affected by this, but this trait does have its moments.

That’s just the way the world works.

Aiya Marasu was from a more well-known and prestigious family of Quincy, having generations of wealth and history. When one mentioned the Marasu, it was like the nobility of the Quincy world. Opposite Joseph Flynn, Aiya was determined to be one of the strongest Quincy despite her family being closely monitored by the Shinigami. The only reason why Aiya and other family members were able to survive the Quincy slaughter 200 years ago was due to their immense skills as Quincy; not that they fought the Shinigami, but they were able to run and hide, slowly building power.
By accident, Joseph and Aiya met on a flight to Germany where both were attending an assembly held by the Human Quincy Council. Despite the fact that Joseph was not a practicing Quincy, he felt it was important to keep abreast on the issues that lie ahead for his brethren. Joseph and Aiya met at a bar after hours and hit it off quite well, in spite of living very different lives. Joseph admired Aiya’s strength as a Quincy and Aiya admired Joseph’s ability to be normal—and weak, essentially. While Joseph longed for the power that Aiya possessed, Aiya longed to be weak every once in awhile; to not have to shoulder the responsibility of her family.
The two spent a lovely few days together but, realizing the differences in lifestyles, parted ways. Six months later, Joseph received a call from Aiya about her being pregnant and that he was the father. Both decided that the child should stay with Joseph, to keep from falling into the cutthroat lifestyle of a practicing Quincy. A few months later, Joseph flew out to Japan to take the child back to Ireland.
Growing up, Declan had a normal life. What few family members from the Flynn bloodline existed, Declan came to call them aunts and uncles as he would see them often in the small town that Joseph was from. He grew up never knowing about his heritage, although he would always ask about his mother and what she was like. His father could only muster Aiya’s personality as vague generalizations, more so to keep Declan happy and unaware about his mother’s past.
Despite never being trained, Declan started to discover his own abilities, although at first his father thought that Declan had merely made up a fictitious friend. Come to find out, Declan was actually talking to a spirit at school, which started the eventual path down to the spirit world and the life beyond the living. At first, Declan accepted his father’s simple and limited words as truth, never questioning what his father was holding back on. However, when Declan came into his teens, he became more and more aware that he could do more than simply see spirits.
Around the same time that Declan was coming into his own powers, Joseph received a letter that was addressed to him from Aiya. He opened the letter and found that the letter had been written years ago and was sent on the contingency of Aiya’s death. Not wanting to withhold this information from his son, Joseph told Declan about his mother, to which Declan responded in the worst way possible—he wanted to avenge his mother’s death. Reluctantly, Joseph taught Declan the basics of being a Quincy because he was afraid his son would run off to find his mother without being prepared to fight and defend himself.
Declan only trained for a few months, but in those months, he became adept at using his Quincy powers—adept enough of dispatching lowly hollow. Joseph felt that it was still too early for Declan to be setting out on his own but decided that the boy was going to leave anyway. The ring that Joseph wore—a ring that had been in the family for generations—he gave to Declan, telling him that when the time came, he would be able to activate the ring. Declan had used a Mekkyaku that was considered a training tool, but never had his own to use. He hugged his father and set out for Japan.
What Declan could dig up on what happened to his mother was very little; an uprising of hollow had trapped her and another family member, with both of their lives being claimed. For some reason, the hollow had been riled up with Karakura Town, with Declan eventually running into Shinigami. His father had mentioned them and stressed they were the reason why the Quincy had dwindled over the years, but Declan was becoming increasingly impatient, ending up accusing a lone Shinigami for the death of his mother. The Shinigami, confused, was about to argue back to this random stranger, when a flying hollow came soaring around a corner with talons extended.
Declan froze when he saw the hollow. He had seen a hollow before, but only twice, and both times they were far smaller and weaker. The hollow that was flying was about 10 feet in length and 20 feet long with a disgustingly twisted white face. The Shinigami, caught off guard due to arguing with Declan, was swiped by the hollow, being thrown backward and into Declan. Both men fell to the ground while the hollow turned to make another run at the two, planning to end both of their lives. Without thinking, Declan pointed his fist into the direction of the hollow, as his Mekkyaku ring that his father had given him transformed into a large handgun.
Declan was just as surprised as the Shinigami when he produced the gun, but there was no time for explanations, to which Declan didn’t have one anyway. A thin light blue projectile was quickly fired from the barrel of the gun, aimed at the hollow. The shot wasn’t perfectly accurate, but it was enough to maim the hollow, causing it to flee. Once the two collected themselves, more Shinigami appeared on the scene, surrounding Declan. Most knew he was a Quincy, and because of the way Quincy dispose of hollows, Declan was asked to either modify his weapon or cease to exist. Which such lovely choices, Declan chose the modification and thus was taken to Soul Society’s Research and Development team where his weapon was given a filter of sorts to allow it to destroy hollows in a similar fashion that a zanpakuto does.
During his stay in Soul Society, he was treated more like a prisoner than a guest, although he was able to learn a great deal about the Quincy and his mother’s and father’s family history. He also learned some other useful information before being returned to Karakura Town. Upon arriving back into the world of the living, he gave his father a call and explained the whole situation, telling him that he was going to stay in Japan to continue what his mother had started. His father didn’t argue and only mentioned that Declan was more and more like his mother.
Since that day, Declan became more aware of the spiritual entities that existed beyond the living, like the Shinigami, other Quincy, hollows, and humans with extraordinary abilities. Despite being an up and coming Quincy, killing hollows was not paying the bills. Declan took a job as an assistant for a Private Investigator and ended up loving the job enough that he became one himself. Being a PI allowed Declan to investigate crimes that were possibly committed by those beyond the realm of the living, which worked out perfect for him.
Declan was eventually invited to join the Human Quincy Council due to his heritage as a Marasu family member. Declan reluctantly agreed, but became so involved with the council’s affairs that he was able to become a senior council member, highly respected by most. He currently lives in Karakura Town and is known for his investigation skills among those who are and are not spiritually aware. Due to his investigative skills and having contacts from beyond the living world, Declan is usually aware of situations to which most would not have knowledge of. He uses this knowledge to help direct the HQC and protect the innocent.
Since the disbanding of the HQC, Declan left on good terms with the other Quincy and Human houses, and continued to help those in need. He has more recently picked up a job as a liaison to the local authorities, making him something of an honorary detective to work on cases that the authorities need help on closing.
Roleplaying Sample: Pushing the pub door open to the outside world, a wintry breeze ran into Declan in an attempt to pass him and enter the establishment. He allowed the door to quickly shut behind him, tugging on his heavy pea coat collar with both hands as a chill ran up his spine. A silhouette of black, Declan wore slacks, shoes, a heavy coat and a fedora that all seemed to blend in with the darkened surroundings on this chilly eve. A shadow was cast over his face due to the collar of his jacket and his fedora despite standing directly under a streetlamp, his eyes free to roam without hesitation of anyone meeting his gaze.
One of his naked hands dipped into a pocket on his jacket, producing a pack of cigarettes with a cheap plastic lighter shoved into the pack along with the cigarettes themselves. Steadying the pack with his left hand, he used his right to flip open the top and draw out a cigarette, placing the butt loosely between his lips before removing the lighter as well. He returned the pack of cigs to his pocket and leaned forward slightly with the cig in his mouth, using his right hand to strike the lighter while using his left as a protective barrier to keep the flame from going out. The flicker of sparks from a few attempts at striking up a flame caused Declan's face to light up every second until a thin blade of fire danced overtop of the lighter and onto the tip of the cig.
Declan inhaled deeply as the flame from the lighter ignited the end of the cig, the cherry glowing brightly in the night. He slid the lighter back into his pocket and leaned back slightly as he exhaled the smoke from the corner of his mouth, blowing it upward slightly. In that moment, a spirit—a girl that looked to be about 14—could be heard running from down the street, complete with screaming and flailing arms. Declan’s head turned slightly with his eyes moving toward the direction of the girl, watching her as the cig hung loosely from his mouth. In the distance, he could hear the howl of a hollow, assuming that’s what the spirit was running from.
Declan sighed, closing his eyes and lowering his head. He placed his index finger and thumb around the base of the cig, taking a drag of the menthol delight that may end up killing him in the end. He removed the cig from his lips, blowing a stream of visible smoke that was mixed with his own breath. “Woah, slow down there,†he called out to the spirit while raising his hand like he was waving at her. The girl, stunned that someone could see her, stopped right in her tracks, fresh tears streaming down her face as she looked at Declan. Being a sucker for children (as Declan considered her a child with the age gap), he smiled lightly as he instinctively flicked the butt of the cig to knock off some of the pent up ashes on the tip.
The spirit’s calm would soon disappear as the hollow came tearing around a corner. The girl saw the beast and broke into a sprint again, screaming at the top of her lungs. Declan’s eyes widened slightly as the girl took off again, wanting to vocally protest but knowing that she was probably already ignoring everything but her instinct to survive at this point. And who could blame her, Declan thought, as he looked down the street at the hollow. With a large white mask and a body like a centipede, it was a creepy thing to behold. Hell, if Declan saw something like that for the first time, perhaps he’d be hauling ass too. But this wasn’t his first time. Far from it.
Declan stepped out into the street as the hollow approached, releasing some reiatsu as he did so. Declan was extremely gifted in hiding his reiatsu, but at this point, he was letting a bit leak out, and for good reason. He could see the creature’s eyes shift from the small and petty spirit that was running away to Declan, a mass of spiritual energy that would be so tasty to the hollow. The creature slowed down its approach as Declan placed himself right in front of it, narrowing the slits in its mask as its eyes glowed like coals in the darkness. Its words came out more like broken hisses as it stopped 20 feet from Declan, watching him as its head bobbed back and forth slowly. “You sssssmell exccccellent…much better than the girl.â€

I’m trying a new aftershave.†He shrugged his shoulders and acted as if he was having a normal conversation, one that had confused the hollow a bit. Nevertheless, the hollow watched the Quincy, as both beings stood silent. For a moment, neither moved until Declan raised the cig to his lips, inhaled deeply, and then exhaled the smoke in front of him. He then allowed the cig to fall from his hand and drop to the ground, rubbing it out with a twist from his foot, turning his neck to the side as it cracked twice.
“Alright then.†Declan lifted his right arm and pointed at the hollow, as his Mekkyaku activated, bringing forth a large handgun, pointed directly at the hollow. In the same instant, the hollow howled and flung itself forward. As the two beings drew their respective weapons so-to-speak, time seemed to slow down for a moment, allowing both combatants to perceive the current situation like a slow-moving photograph. While the hollow looked ferocious and hungry, Declan was sporting a smirk from under his hat. The end of the fight was near, even though it had just begun…but only one of the combatants knew that.
