Shun does not literally mean that all souls are card carrying Shinigami members of the Gotei. He means that, the default state of a "true soul" is the closest to that of a Shinigami.
Humans are Shinigami in a meat suit, and their capacity is effected by this.
Pluses are in the lobby, waiting for a chance to maybe become Shinigami
Rukongai souls are dollar store Shinigami who simply lack the strength to make a difference or ever become meaningfully strong
Hollows are concentrated negative emotion, and fulfil a specific purpose
Arrancar are Hollows who literally go "the way of the Shinigami" and take on their traits.
Quincy are the outlier for Kubo-based reasons that are only now becoming canonically clear. If anyone is "not Shinigami", it's Quincy.
Everyone else is, to varying shades.
Also, we do not recognize a separate existence for Sinners on BG.
