I agree with Tokiyo here. Aside from the rules changes, if that was at all intended (and welcome! We love hearing your thoughts about our current rulesets, especially when it comes down to race-specifics!), this could all be handled by a single person.
Cressida becomes queen? Great! Cressida gets to decide how she wants her new kingdom to work (does it have a name? I'm not aware if so!) If it's Freyleif? Well, live yourself out, Frey! Nordic quincy titles, a new headquarters on Iceland? Go ahead!
My point here is that most things can, and should, be handled ICly. I understand that this does warrant some OOC discussion but remember: You are King/Queen, you get the say. If someone doesn't like it? Well, you might have yourself a deserter or potential challenger on your hands.
Truly, I get wanting everything to be perfect, but why not instead take this opportunity to grow not only as a race, but also as a character? None of your Quincy have experience ruling a race, they won't do it perfectly at first either. But that's the beauty of roleplay, is it not?

I don't know about specific divisions, but something similar to the Hueco Mundo rulership page (don't have the link sorry kids) would be great to see. You get to see the current hierarchy and pertinent info regarding those members. A lot like the KSN for variants (although the KSN does allow Quincy membership). I want a short blurb as to why a certain Quincy has been given a certain rank like (good lord ignore all the wording I choose in the following, rip):
Bob (link to character), High Marshal (IC title rank) Bob was the obvious choice for (insert rulers name here) when it came to who would be responsible for guarding the (insert bad ass name for quincy HQ here). The veteran of many battles, and even the owner of a few Shinigami skulls (not that those exist), he has trained numerous young Quincy, and is one of the deadliest shots amongst us. But as High Marshal he is also responsible for welcoming guests for the more social meetings between Quincy, and does so with a shake of his grizzled hand.
Respectfully as possible, I disagree with many of the above.
More than -anything else-, one of you needs to just do. No PM strings or group chats about what to do.
Someone needs to write it down, hit post, get parts of it wrong and get parts of it right, and grow and learn from the experience of having done that.
You will not be good at this. It is only by trying and failing that you will become good. The important part in all of this is now that you have the attention and it is abundantly clear that you have eager players, that you keep trying. Not planning.

also completely agree with the captaincy point, people need to recognize that as soon as you get there it's important for you to recognize how important your role is in facilitating the development of other characters. if you don't think you can hack a couple of threads every month in which you just interact with newer members of your division, delegate or rethink ur captaincy

I would actually disagree in regards to the "it takes too long to progress/power up". You as the player control your power up progress from 50 rei to 300 rei. After that? Then it gets tricky. (Protip: For the love of god don't do massive leaps upward; you'll find yourself in a corner very quickly.)
A lack of drive to write happens, yes, and the grand majority of slow downs have more to do with outside influences than site related ones-- at least from what little I can personally vouch for. There are, of course, always exceptions to this. The issue, however, at least from my perspective, is that members-- especially newer ones-- have a difficult time getting thread partners, and threads as a whole. Be it because of a lack of solid grasp on the setting, concept, and world (which happens!) or just out of a sense of, "I want to RP but shit I don't know what to do" or the ever popular, "I'mma defenestrate myself out the nearest skyscraper if I have to do one more fucking meet n' greet."
I have an idea on how to fix this, at least to some degree, and it involves having a bit of fun and a nod to what I'd mentioned for the Shinigami?Arrancar/Hollow leadership needing to be better enforced/utilized properly and also nodding back to the days of Storytelling in a way that'll be less... I want to say staff run/intensive/focused. And this is how I'd tentatively do it:
- Set up a thread and sticky it in the Metagame forum. Call it something nifty, I'm not creative right now so that can be up in the air.
- The intro post in the thread explains what this thread is for; BG's very own "thread idea generator/plot generator". Naturally, multiple people can 'claim' an idea, and no two groups/people are going to write it out/execute it in the same way! I know we've all had fun ideas ranging from epic fights to rivalries to absolutely asinine but hilarious slice of life horseshit that ends with someone/everyone having a Terrible Horrible No Good Very Bad Day-- or winning the goddamn Karma Lottery.
- People post in asking for a prompt/theme/plot/idea/blah blah blah, this'd works even better if they have a thread partner lined up, but are having an issue figuring out what to do in said thread.
- Someone/people respond with ideas/prompts/etc.
- Person asking for help quotes the one they claim and shenanigans ensue.
- Rinse. Repeat.
This could be a fun addition that's run not only by members, but by staff as well. Everyone can benefit from it this way!
Here's a couple of prompt examples below:
(Prompt Example A (Pair/Triad Prompt): A Shinigami from 4th Division has been assigned a mission to recover some potentially valuable equipment that will help progress Seireitei's technological field advance by a significant margin. Unfortunately, the equipment is currently located in a very not Shinigami friendly zone. The Shinigami has the option of: Asking someone from 2nd Division, 3rd Division, or 5th Division to help them recover the equipment by any means possible. or B: Trying to sweet talk someone of the Variant and/or Quincy race to help them in exchange for a reward/favor of some sort as well.
Prompt Example B (Solo Prompt): You stumble upon the soul of a child who has yet to pass on/be purified. They stubbornly refuse to do so until they make sure their last wish is granted-- and they need your help to make it happen. What this wish is, if it's able to be granted, and how you choose to deal with the child is entirely up to you. Note: This can be as happy (they wanna go to an amusement park, planetarium, laser light show, zoo, etc), upsetting (they want to find the person who killed them/killed someone important to them and hurt them/kill them in return, they refuse for too long and turn into a Hollow by the end of the thread), or sad (they want someone to help 'cure' someone they love, deliver something to someone special, try to exchange their soul to keep someone else alive) as you'd like it to be!)

Staff, I've kicked this idea around in my head for a while and wanted to see what you guys think.
Regarding the complete lack of Hollow and Arrancar and the difficulties people face in getting a firm grasp/getting to a point where they're able to feel like they can RP without getting their teeth completely kicked in by literally everyone but the lowest tier Shinigami, Mortal, and Quincy... what are thoughts on an incentive GP bonus for those who complete a total of 3 to 5 collaborative threads for all new Hollow/Arrancar characters?
Example being:
Kireon decides to app an Arrancar. She goes through the process gets her grade, and fills out the necessary evils. Upon completion, she accomplishes anywhere from 3-5 threads, all of them with other people to set up the usual connections, etc. As a reward for doing so, she qualifies for the one time only Las Noches Population Boom of 2016-2017 reward in the form of xxx to xxxx GP. (I'm thinking a cool sum of 500 to at most 1000 GP?) to help give said race a swift kick up in the pants and potentially generate some more interest and/or players who can legit plot out how to be more like the antagonists they should, instead of the site's whipping boys/girls as they presently are/have been.

I do agree with this to an extent. However, there is no harm in bouncing potential ideas off one another prior to everything to get a general consensus on. Quincy always seem to be a weak point on every RP site and I do believe it is due to lack of it not being able to be linear to the canon and a lack of canon information.
The lack of development and asspull Kubo did with the Quincy definitely hurt their potential to be a force to be reckoned with. But, that's where player creativity and dedication needs to come into play; it's a challenge on the site to play a Quincy, Hollow/Arrancar, and Variant and do so in a way that'll not only keep you progressing forward, but also engage your fellow roleplayers.
A little extra help in that department doesn't hurt, but at the same time? No amount of handouts/suggestions/revisions will make the race interesting unless people genuinely dedicate themselves to playing it and putting in the blood, sweat, tears, etc necessary to show people, "Hey, this race is fun, oool, and totally worth playing!"
- has super amazing Q - character has tons of synergy w/ everyone she meets - character is well loved by everyone - still cant prestige her, let alone make it to Sanrei

I do think we have very few Arrancar these days, which is a shame, because looking at BG's history, that race has given us some of the best characters (and players) ever.

Quincy is easy from a lore perspective, given what Kubo handed us.
Quincy power progression is limited by the fact that they have a physical, human body. Their stages look like this:
Unrefined Spirit Weapon, the extent of what a 'normal' Quincy can handle in terms of running spiritual particles and energy through their physical, human form.
Whether by using a Sanrei Device or sheer skill, the Quincy improves their ability to bring in spiritual particles, and craft them, to the point that they're able to make a fully physical, Refined Spirit Weapon.
At some point, a Quincy acquires a Sanrei Device in order to move forward. Should the Quincy fully destroy/deactivate their Device, all of the repelled spiritual particles rush in and give the Quincy a super boost -- a one-time Third Release called Letzt Stil.
Prestige involves going beyond their physical body, which is why all of the Wandenreich Quincy were dead, Spirit-Quincy who lived in Soul Society's shadow. This means that when they deactivate their Sanrei Device, they get a controlled form of Letzt Stil, which they called Vollständig. Because their non-physical body could handle it.
After that, you've got some fun little details. Schrift can be added to Quincy as well, similar to the Aspect of Death. In this case, Schrift would be a direct description of the "theme" that a Quincy's powers will follow.
Want even more fun details? All Vollständig are named after Judeo-Christian angels, run with that too. Really plays on the "holy soldier" idea behind Quincy and the angelic imagery of Vollständig.
At least, these are all things I plan to do -- along with piles of other ideas -- when I inevitably roll a Quincy. I think they add a lot of meat to the race and I look forward to playing with what Kubo DID give us. He clearly intended to do more, but, well, I'll take what I can get.

I agree, 100% thus I am going to do what I can to help the cause as much as I can. I've always held Quincy to be my front runners and I've had a hand in a lot of different Quincy types and experiences so hopefully my character can develop into a pretty little flower in this site's society.

Yes, there is a good kit to work with, it just requires someone to do something with it, which seems to be coming in the future. So we will just have to play things out and hope for the best there.
Someone just has to run with it. I've had those ideas, for instance, for months and months now, but they're not very useful because I do not currently play a Quincy.

That was my idea also. Implementing the Quincy into the governments of Earth's society as they are "Earth's class" in addition to the variants.

What no one is directly saying is: Whoever's in charge at the end of this thread needs to make an independent Quincy hierarchy happen. That's up to them.
KSN is definitely more for Variants, though it's pretty dead in the water without Jian around to prod it.
It also never really had a hierarchy thing, so far as I know, which makes it a little difficult to use. It's mostly an excuse for those within the KSN to meet up with each other and do... stuff?

As a hollow player, I believe this might work as a small incentive to have more of us around and work better in our roles as antagonists without getting our asses handed to us by everything.
