I like how Quincy are no longer being thought of a a notable group and now are just 'mortals'. This inclusion is great! Now I can feel like I'm not a Quincy but just something that's not a Shinigami or Hollow!
(I don't. I think it degrades Quincy, effectively relegating them to just another thing that isn't a Shinigami or Hollow.)
EDIT: Why don't we group Hollows and Shinigami too as they are both different types of souls. Hollows need it more than Quincy do at any rate. I think that sounds like a great idea.

I have a question:
Quincy
-Quincy may forego certain Racial Skills in favor of additional Custom Skills. See the Quincy Rules topic for details.
-The race "Quincy" will now include all general Mortal spiritualists in addition to traditional Quincy.
Does that mean we can make mortals/humans without having to write up a Variant Request, get the blue color and not be forced to use the skills of a quincy (since they wouldn't be quincy, but mortal spiritualists) and instead have the load of custom skill slots that the (former) variants had?

I'm not sure how but you've managed to get this 100% backwards. Variants are now wearing the Quincy name and Quincy rules topic is the go to.

We're angling it so Variants are what they were originally intended to be: something truly exotic. Additionally, we're making Quincy cover just any mortal. So if you're a human with spiritual powers you're "technically" a Quincy. Granted, Human spiritualists would not have the same skill load out and you would still need to make your own flavor to stuff. This is all explained in the Quincy rules.
It's just like a Hollow wanting to be a... Well... Hollow, but still being called an "Arrancar" in the usergroup.
Strange characters that don't fit into the setting (like demons, puppets, Zanpakutou Spirits, and other things that are not traditionally in the Bleach setting) would be a Variant and would still require a request.
Thank you! So I can make a mortal quincy and if I need more custom skill slots I can just exchange quincy race skills against custom slots and be a happy bubble. That sounds fantastic.

I think the 'Mortals band under the quincy flag' thing actually makes sense from a plot perspective, as now the quincy are becoming more of a solid organization it becomes more desirable to join up with them and become part of the quincy group that are coming to power.
The only thing that I can see as a problem is possible confusion between 'Quincy' and regular human spiritualists in a normal threading sense. By that I mean that it becomes easy to confuse someone who may be just a regular human with a Quincy, as they are distinct entities in terms of Reiatsu and such.
I have to disgaree, i don't like the Quicny suddenly having just mortal powers and all spiritualist lumped in them. If this is because they have laient Quincy blood, i have to ask why? That means they get easy race changing. Bloodline should be a special Quincy thing. Not something that can just be unlocked.

Please keep in mind that we're not foRcing any of our current players to change their color. This includes applications that haven't been finished yet, but were green lighted for a Variant. So don't worry about suddenly becoming blue!

technically speaking though, Quincy are mortals. there's a different name for them but their powers, overall, are still mortal powers except they are inheritable, righto? Isn't it just some Quincy having more custom skills/non Quincy skills than other Quincy? That could be explained in their history/upbringing/blood line yadda yadda

I think you might be getting your terminology confused here. Bloodlines cannot be taught. You cannot teach someone to be related to you, they either are or they are not. However, it's long been established on BG that Quincy powers can be imprinted onto any spiritually sensitive mortal. And if this is done, they do not suddenly share your bloodline, or your family, or your clan.
The integrity of your Clan's history and its Bloodline remains at the same level of control that it always has been.

Quincy powers are actually teachable, they are not strictly inherited and all of the bloodline stuff was confusing and self-contradictory anyway. I like to ignore it.
Example: Arrancar were taught how to use Quincy powers when the Wandenreich first showed up.
Am I the only one who is legit excited to be a human without having the dumb title "variant" while having the superior color BLUE while not having those lame Quincy spells forced on me WHILE being able to do whatever with my spells ALL WITHOUT HAVING TO WRITE A DAMN VARIANT REQUEST. THIS IS GREAT GUYS!

It's makes no difference what direction it goes in. The point I was trying to make is the integration is my problem. Why are all mortals now labelled as Quincy when they are not. Quincy refer to something more specific than human with powers. I feel that in doing this you're effectively stripping the Quincy identity as Quincy.
Being a Quincy means something, even if you're not affiliated with a core group of Quincy. The label Quincy is more than just human. I get what you're trying to achieve, organisational structures do help facilitate a good form of integration but what you're doing is taking away from the identity of Quincy. Opening up skill slots for 'Quincy' is just a way of grouping everyone with the same label when they are fundamentally different.
If I run with a canon example it's clear to differentiate between the Quincy and Chad, Inoue and the Fullbringers. They were not Quincy not were they affiliated with them whereas Uryuu was a Quincy. Uryuu, his father and Grandfather however wasn't exactly affiliated with the larger population of Quincy but they were definitely Quincy.
Quincy, to me are basically one of Bleach's archetypes, canon and here and I feel you've effectively stripped their identity with this.
The Quincy (滅却師 (クインシー), Kuinshī; Japanese for "Monk of Destruction") are human mediums that have the ability to detect the existence of Hollows.
Quincy are spiritually aware Humans able to absorb and manipulate Reishi into spiritual weapons. Reishi Manipulation: A Quincy uses the Reishi in the atmosphere, and combines it with his/her Reiryoku to create weapons. They fight using a power from outside.
Not to be ignorant, but isn't what makes Quincy 'Quincy' the idea of choosing a certain way/idea to use and manipulate Reishi. Every Quincy has their own weapon, I suppose, but in the end they are all doing the same thing. So Quincy are spiritually aware humans, as are Jian/Kireon, but at the same time they are not the quinciest Quincy, because they choose not to use any of the abilities/techniques that are typical for Quincy. So technically speaking, every mortal/human who can see spirits could also become a Quincy, since we established that Quincy can teach their skills to other people.
Wouldn't that make for a good Milestone though? At some point every human can/has to decide if they want to be the quinciest Quincy or just a spiritual aware person > blue or green. Maybe that's just nonsense and I have no idea what I'm talking about, haha. People could choose their identity, ect.
I understand, however, that you want Quincy to be a race term for the Quincy, this way it would mostly be "human mediums" or "spiritually aware humans". So far Quincy always stood only for arrow-and-bow-gun-shooting nearly extinct guys in uniform, now it stands for anything between Weylin and Jian/Sekai before they prestiged.
